This quick sketch is what I'd consider the 'elegant' solution.  The Network
Profile view of the Network Preferences dialog becomes more analagous to the
Network Locations dialog, i.e. a radio button list, with the radio button used
to show/change the selected profile; the ability to add or remove NCPs; and the
ability to rename, duplicate or edit existing NCPs.

The existing Network Profile view is effectively moved to a sub-dialog, called
up by clicking the Edit button.  The only change is the addition of a text
field for editing the profile name.

Among the advantages of this design are removal of the two ugly "Active
Profile" and "View/Edit Profile" dropdowns, and better unification of the
overall design (i.e. this bit now looks and feels more like some other part of
the GUI).
