When a location or ENM changes states, it should trigger condition checking.
The reason for this is because an ENM may have conditions based on a location
or its properties or vice versa.
Conditions are checked for ENMs before locations. If a location's condition is
satisfied and it is enabled, then an ENM that has conditions based on this
location will not come online until the next periodic/timed condition checking.
Triggering a condition check avoid this wait.
There can be a flurry of triggered condition checking, however, the event
handler delays conditions checking after short bursts of events.
