I believe the first part of this is an interaction between zones and bfu. I
bfu'd and then created the zone. The zones gets installed with the original
passwd and group files. I may be able to bfu after creating the zone and have
this happen correctly. In any case this is an artifact of bfu.
The second problem is caused by the fact we attempt to assign all privileges to
netcfgd and nwamd due to needing all privileges before
/etc/security/device_policy can be read (filesystem/root is online).
