When nwamd starts dhcp on an interface, it does so in a separate thread. In
the case where the ipc request to dhcpagent results in a failure (other than
timeout), there is no recovery; the dhcp thread reports the failure, but does
not report the failure back to the state machine. Thus the ncu remains in the
"waiting for ip address" state, despite the fact that dhcpagent has abandoned
the interface and is not attempting to get a lease.
