The second part of manual test case 3, AP selection, fails; in this test, the
nwam host is in range of two known wlans, and the one that is higher priority
is not broadcasting its ESSID.  In this case, nwamd should still connect to the
higher priority wlan, assuming that wlan's bssid is part of the known wlan
entry.
