boottime test results (see
http://perfwww.ireland/regression/PITcompare/selftest-4075-nwam_133_boottime-bfu-compare.html)
show a >1% regression with nwam phase 1 bits installed (but nwam service
disabled).
This is likely due to the additional services started; in particular, the
insertion of network/location in the dependency chain for milestone/network is
problematic. Need to have this service disabled when nwam is disabled.
