Seems ok not to show the dialog if nothing is available (Windows shows 
that nothing was found in a little balloon pop-up).

one question is if there is any ability in the UI for the user to 
manually refresh the network list? I know that Windows does, and it's 
from a similar dialog listing the available networks (even if there are 
no available networks)
