That was written based on a misunderstanding of the IPMP
re-architecture.

The whole section 3 will be replaced.  The reason I have
not updated my write up "Link and IP interface handling" I
sent earlier is that I am still waiting for all those NCP/
NCU, ENA, ... issues to be settled.  They all tie to that
section.
