I thought that was the confusion but didn't respond.  Sorry.  When somebody
says subnet or subnet mask think "set of IP addresses" for this case.

nit: Generally we specify the prefix and leave the last n bits clear.  So
this one would be 10.10.0.0/15.  We'll have a validation function for the
input.

We could say that, but its as clear as asking the question if
10.10.1.32 is in the set defined by 10.10.0.0/15.
