As per the email below it is crucial that you urgently claim for all ARRS roles you have in post and ensure they are on the national portal by 31st January to support the ICB being able to draw down all the funding needed to cover the posts recruited to this financial year. The ICB is reporting that the rate of claiming and number of roles that have been submitted through the portal by PCNs does not reflect the true picture they have. This impacts the ICB ability to draw down sufficient funding to cover what should be claimed in this financial year and will likely impact next year's available funding if they need to pay 22-23 claims. You should have received a specific list of roles, staff and claims the ICB has received to enable you to compare to your records and ensure you put claims in asap. NHS England have advised us that our current level of claims on the portal is still significantly below what would be expected given the number of roles that are known to have been recruited to. NHS England bases the funding ICBs are permitted to draw down for payment of ARRS roles claims on the number of claims submitted by PCNs on the portal. Therefore, it is essential that PCNs notify us of any outstanding new recruits and submit the claims onto the portal. To assist you in addressing the shortfall, we will send you under separate cover a detailed breakdown of the individual roles that have been claimed for in 2022/23. The breakdown will enable you to see which role in which month have been claimed for and thus establish those that are missing which should be entered onto the portal. To be absolutely clear there is potentially a £12m shortfall in the ARRS funding that the ICB will not receive unless the claims are put onto the portal by the 31st January 2023. In order for practices to receive the right funding, we urgently need to correct the position to ensure the ARRS portal accurately reflects the true ARRS recruitment in NW London PCNs and the value of the claims to be paid. Therefore, should your PCN have individuals in ARRS roles that have not yet been notified to the NWL Primary Care Team, the simplified the ANNEX A form (attached) should be completed and submitted as soon as possible to [email protected]<mailto:[email protected]> so they can be approved and you can add your claims to the Portal. The completed forms need to reach us in time to enable us to turn them around so that you can meet the 31st January 2023 deadline for getting claims onto the portal. Also attached is a revised Annex B which you should use where sub-contracting applies. For the avoidance of doubt - claims relating to ARRS staff in post should be entered onto the portal by the 31st January to enable the ICB to claim the funding needed from NHS England.
