We have spoken directly to the NW London primary care team (copied), and we have been informed that payment to PCNs for delivery of the Enhanced Service contract can be made on the basis there is a clear commitment of intention to sign the contract, while arrangements to sign the contracts are being finalised. If this commitment is received to the Borough team in writing before 10th April 2023 (the cut-off date for payment schedules) then payments will be made end of April backdated to 1st April. Should this commitment be made after 10th April then payments will be backdated to 1 April once the contract has been signed later in April. It is the intention that NW London will continue to listen and keep the Enhanced Service contract under review in the first year. Feedback on funding for Warfarin service has already been acknowledged and arrangements are being made to address the concerns. An implementation plan for the new contract by PCNs to allow reasonable time for mobilisation during Q1 can be agreed as part of signing up to the contract in April. Similarly the Borough team will continue to be available to assist in the implementation of the contract, subject to the steer of PCNs.
