This indicator has been raised as a point of contention throughout the year ever since NWL Cardiology guidance supporting non-switch of old patients. This therefore puts PCNs at a disadvantage and difficult to hit targets.
If this is applicable to all PCNs we should raise this again, local commissioners should be able to exercise discretion and award achievement.
