Dear colleagues



Following our emails earlier this year, we are writing to you to further 
clarify the process in relation to the CQRS calculation and the dispute process 
in place for the PCN Network Contract DES Investment and Impact Fund (IIF) 
achievement for financial year 2022-23.



Calculation



The Network Contract DES - IIF is a point-based scheme with a value of each 
point, that is calculated by dividing the numerator by the denominator, and 
adjusted subject to a PCN list size and prevalence factor.  There is a maximum 
of 989 points available to participating PCNs for the financial year 2022/23 
scheme.  Each point value is worth £200.



The PCN achievement is calculated based on the achievement of each indicator, 
that has been extracted and aggregated, multiplied by the value of an IIF 
point, multiplied by a list size adjustment and, in the case of Quantitative 
indicators, then multiplied by a prevalence adjustment.  For PCNs that have 
signed up to participate in the IIF for financial year 2022/23, they are 
entitled a Total Achievement Payment which is the sum of achievement payments 
for each indicator.

Annex A of the guidance provides an overview of the prevalence adjustment and 
list size adjustment.  Annex C of the guidance provides further details about 
the calculation of these adjustments.



Disputing the extracted data



If your PCN believes that there are discrepancies between the PCN data and the 
CQRS extraction, please refer to the following steps prior to formally 
requesting changes to your PCN achievement.



•            Your PCN nominated CQRS users, of which there should be two, 
should review your PCN data, numerators, denominators and register for each 
indicator on CQRS;

•            The CQRS figures should be compared against the PCN data 
achievement on your nominated clinical reporting software dashboard.  For PCN’s 
who do not have access to clinical reporting software, please contact your 
clinical system supplier to obtain access to your PCN data;

•            If there are discrepancies, please send a screenshot of the 
particular indicators showing the numerators and denominators to 
[email protected]<mailto:[email protected]>;

•            The screenshot should show the period of and up to 31st March 2023.



Once the disputed evidence (screenshot) is received, it will be reviewed and 
verified by a member of NHS NW London Primary Care Team.  The evidence will be 
shared with senior colleagues to authorise the amendments. The PCN achievement 
will be updated either on CQRS or via an NHS England ready reckoner that’s been 
provided where CQRS system cannot be updated.



PCN Prevalence & Average Prevalence Adjustment


The prevalence adjustment for an indicator is equal to the PCN prevalence 
divided by national average prevalence. Unfortunately we are not able to make 
changes to the methodology applied to calculate the national average prevalence 
as this is nationally determined and embedded into the CQRS calculation.  
However, if you believe your PCN prevalence is incorrect, please review the PCN 
Network DES IIF reports on CQRS to determine the denominator number used for 
the calculation and where discrepancies occur, follow the dispute procedure as 
detailed above.
