That is way below the market rate. For an experienced rails dev, you are looking at £300+ per day. Obviously it all depends on what they're prepared to pay, but I'd say there is no harm in starting high as they will more than likely try and negotiate you down anyway.
My day rate is £400 (+VAT), although I will adjust (in both directions!) depending on the project/client/length of contract/current work load/need for work.
