You may want to use "CreateDir TRUE" instead.

I did not see anything that could be a potential race in the config
snippet you posted, though it's a little hard to see the forest from the
trees.
I suspect that you have other routes and module instances and that part
of the config was omitted which might be relevant indeed.

I'd appreciate if you could trim your config and prepare a POC that
demonstrates the the issue.
