There is some weird stuff in France - according to one source I have you
have to obtain the legal right from the people you broadcast over to use
their airspace.

Last time I looked on the French regulator's website, there were even some
communes where you could not use WiFi gear at all (i.e. even at home or in
your company offices)!  In actual fact, just for installing something inside
you are supposed to inform the regulator (unless contacted by the regulator,
*permission* is automatic).  I did actually do the paperwork <lol> even
though I just have a RG-1000 and one client, better safe then sorry,
especially as this stuff is new.

So if you want to put an omni on the roof you need to
seek permission of your neighbors to do it. There was a case recently
near Lyon where a company wanted to run a point to point link over the
motorway and they had to seek permission of the road operator.
