well, i've gotten a very big and scary looking yagi, with a cache of wireless cables, electronic boxes through the nyc airport more then once, people hardly blinked. i tell them it's for work, which is true. I don't think there is enough metal in the yagi or antennae to set off red flags in the metal detector.
no one will arrest you. it's harmless. i wouldn't let that fear stop someone from doing that. you could be denied entry, i don't think more then that would happen.
OR
the person on ground level can shoot the big bad yagi and the person on the tower (with laptop) can have a little omni antenna, or something to this effect.
maybe on one day, a half-dozen or so people can point antennae to the visitor deck on the empire state building, and a few people with laptops (stationed up there) can see if those signals can be intercepted.... winners get a prize.
[ i really wanted to do this with the Eiffel tower, when i was in paris last week. the Eiffel tower is basically the worlds biggest sculpture of an antenna; hence it's wifi-friendly. I watched the security, they were letting laptops up. ]
no one is breaking the law here, it's just about getting higher ground to experiment with radio. not to mention, it's your duty as a citizen of this planet to explore unlicensed spectrum.

I'm in prospect heights, can see the empire state building from the roof of the brownstone. someone can go up to the top of the empire building, like a tourist, with a laptop, high powered wifi card, and an external antenna. after a few hours of fumbling maybe a long distance link strong enough for a video chat could happen.

We could even try individual attempts. I have a neighbor who can see the Empire State Building from is front lawn I imagine from the roof, it's even eaier.
We are 10 miles due WEST. If someone from Manhattan or Queens wanted to try to reach Queens, I'd be happy to work with them.
