Docket # 04-186 Unlicensed Operation in the TV Broadcast Bands

In May 2004, the Commission proposed to allow unlicensed radio transmitters to operate in the broadcast television spectrum at locations where that spectrum is not being used by television stations. These proposals are intended to allow the development of new and innovative types of unlicensed broadband devices and services for businesses and consumers by utilizing vacant spectrum that is particularly well suited for these purposes. Further, new unlicensed broadband operations may provide synergy with traditional broadcast operations and offer broadcasters the opportunity to provide new services.


Docket # 02-380 Unlicensed Spectrum Below 900 MHz & in 3 GHz Band

In December 2002, the Commission opened an inquiry to examine the possibility of permitting unlicensed transmitters to operate in additional frequency bands in order to utilize spectrum resources more efficiently. Specifically this inquiry sought comments on the feasibility of allowing unlicensed devices to operate in the TV broadcast spectrum at locations and times when spectrum is not being used. It also sought comment on the feasibility of permitting unlicensed devices to operate in other bands, such as the 3650-3700 MHz band, at power levels higher than other unlicensed transmitters with only the minimal technical requirements necessary to prevent interference to licensed services.


Docket # 04-151 Unlicensed Operation in the 3650-3700 MHz Band

In April 2004, the Commission Initiated a Proceeding to Foster the Introduction of Wireless Broadband Operations in the 3650-3700 MHz Band. The Commission Proposed to Allow Unlicensed Devices to Operate in Some or All of the 3650 MHz band with Higher Power than Currently Authorized under Part 15 of the Rules, Subject to Cognitive Technology Safeguards. The Commission also Sought Comment on Options that Would Allow for Licensed Operations in this Band, or for Segmenting the Band Between Licensed and Unlicensed Uses.
