I love wifithankyou. This is not quite that. It's more like a cross between IM and Dodgeball: http://www.dodgeball.com/social/index.php
It has the immediacy of IM and the location-marking of Dodgeball. And it doesn't require user input. Like my @[EMAIL PROTECTED] Windows Messenger, it tenaciously reaches out for a live connection. But now when it finds one , it submits the IP to a node database requesting an Location name. If there's a match, it shows: "[USER] is at [LOCATION], [TIME]" ...or something like that. There'd need to be a nodedb with a reliable list of IP addresses for its ESSIDs. Also, you'd need to figure out where to display the information. I like the idea of integrating it into standard IM clients, but it'd also be cool if it registered you at a central website.
