[nycwireless] Redesign of Node Splash Page for DTA Parks

We have the opportunity to help redesign the Splash Page for the the 
DTA Parks (and others, perhaps) so that it is easy for us to include 
NYCwireless marketing and event information in a part of the page, and 
more specifically so we can showcase Spectropolis projects before and 
during the event.
