The app would need to translate the cross streets into something like lat/long before doing location comparisons. You'd also want your database to have both street address and lat/long--or again, a way for the app to derive one from the other.
It seems the smart system would be to add an SMS gateway to an internet database. BTW, A quick look at sourceforge for SMS utilities brings up PlaySMS: https://sourceforge.net/projects/playsms/ and http://playsms.sourceforge.net/web/ (Beta, but looks promising (PHP, PEAR, SQL integration, and GPL) There's also http://kannel.org/ . It claims to be both a WAP and SMS gateway; it requires a C Compiler.
