Overpeer is a "service" that posts corrupt audio/video files on peer to peer services. The idea being that they will upload so many bad/corrupt versions of files that people will get turned off from trying peer to peer download services. They hope that people will download the material, not review it, and allow it to be downloaded by others. Not sure how well its worked out. Mind you there was big hype about this a couple of years ago (based on the articles I found). Not sure how much impact its had.
