Overpeer is a "service" that posts corrupt audio/video files on peer to
peer services. The idea being that they will upload so many bad/corrupt
versions of files that people will get turned off from trying peer to
peer download services. They hope that people will download the
material, not review it, and allow it to be downloaded by others.

Not sure how well its worked out.

Mind you there was big hype about this a couple of years ago (based on
the articles I found). Not sure how much impact its had. Its just
another method that the recording industry is trying to crack down all
those that share music/video.

Don't think the Feds will show up (but I don't represent the interests
of law enforcement or the recording industry), but if you see Will Smith
and Tommy Lee Jones in dark suits and sunglasses be sure to tell us all
