Dialup would do it. Unfortunately, TikiWiki has an obscenely large CSS file: 38KB. This means that the page (35KB) plus the Stylesheet (38KB) will take at least 10 seconds to download (about 5 seconds each). This would cause firefox to display the page without formatting, and then apply the CSS formatting once it was downloaded.

computer or network, since what you describe is exactly _how_ a  browser

Any time I click a link on the page it flashes up a text only page in blue then 
reformats it into the Wiki.  It is almost like I am going somewhere and being 
redirected to another page with the same content in the Wiki format.  Or like 
the style sheet is being applied after the fact.  It doesn't look very 
professional either way.
