There is no reason that you can't use their on-line
form to add your comments for/against the petition, or
just write your own letter directly.  The main point
is to get this issue into the public eye for
discussion since tech issues normally don't make
headlines or decide political campaigns.  Then, let
New Yorkers decide what they want to support.  

As far as I know, the Wireless Philadelphia project
did not use any government funding (thus should not
raise taxes) and one of it's biggest beneficiaries is
Earthlink, an independent ISP.  They raised external
funding to invest in a municipally owned
infrastructure that will be leased to private sector
ISPs.
