And if I use IRC, who gets charged then?

When I subscribe to an ISP's services, I'm 'renting his pipes'. And that means I get everything I want up to the bandwidth caps of the provider. Because every provider must cap bandwidth.

Remember you will still pay for your broadband every month but providers will just be putting more money in their pockets. No benefit to you but higher costs from the content providers. It is another monopoly tax you will be paying. Just like the over priced broadband your using right now.
