When this first started happening (specifically in Tompkins County), I emailed a few people at eBird to see if there was a reason. Here was the response I received;
"It's a glitch with the Android version that sometimes loses the location of a list, and defaults to a set of coordinates so that the checklist can still appear in unsubmitted lists and be corrected. But it seems some people aren't noticing and just submitting them without correction, despite all species being flagged."
