In the tug hill region while it is not legal to ride ROWs Enforcement is lacking Usually owners of land retain all other rights other than those they cede to the power company. If so they can prohibit trespass if they wish but few do.!Based on my experience most ATV and snowmobile operators feel it is their “right” to ride on what they perceive as public land. Even when wrong these tread heads tend to be very aggressive about their so called rights. They are much less circumspect about their responsibilities.
