The Swallow-tailed Kite(s) have been a bit nip and tuck from any of the
mentioned eBird locations.

The church parking on County Line/Creek Roads is the best location by far.
Folks have had magnificent looks as the bird(s) flew directly overhead at
treetop level.

That said, the situation at the roadside locations at the other spots is
very difficult. One would have to park on people's front lawns or be over
extended onto the State Highway. Not a good idea either way. The one spot
is on a shallow curve on a very busy highway with no shoulder room and
guide rails on one side. This makes it dangerous for passing car and truck
traffic - and there's plenty of both. Never force an oncoming vehicle to
have to swerve into the oncoming lane under any circumstances.

Bottom line: Go to church. There is ample room for many cars and no traffic
safety or neighbor relations issues. It might be nice if folks would leave
some canned goods food donation for their food pantry if available.
(Haven't spoken with anyone affiliated with the church so I don't know if
that would work as intended).

And as the pattern has shown, your chances of a better than high and away
view with photos will be pretty much guaranteed (as much as any birding
guarantee applies).
