A colleague and I were standing at front entrance of Staten Island Academy on Todt Hill waiting to go into a meeting. The kite flew over our heads heading southeast to northwest! Unmistakeable large slender raptor with deep forked tail. Last seen heading towards Richmond Co CC golf course/High Rock Park. Moses Mountain might be a good place to check.
