You're on the right track.  Best practice is to turn apc.stat off, and  
do a graceful restart of Apache after you push any changes through  
onto production machines.

The performance difference depends on your disks, but even with fast  
SCSI drives the difference to your CPU load will be significant for a  
high traffic site.
