I've been using Active Collab for a while. (http://www.activecollab.com/). 
It used to be open source, and then it went commercial when it hit version 
1.0. But earlier 0.x versions are still opensource. The commercial version 
is a fantastic project management tool, and features an API for extending 
it. (Yes, it's PHP). The top Flex/Air project on my todo list is to build a 
desktop widget for selecting jobs and turning timing off and on with a mouse 
click.

Be warned that AC might be a bit much for what you need. It's full project 
management, although Gantt charts are not there just yet.

If timing is all you're after, and you don't mind hosted solutions, Slim 
Timer is nice and basic, and comes with a small browser based time control 
as I mention above for starting, pausing and publishing time spent.
