There's always some level of ambiguity in guessing these numbers. If  
you're building a website I'd require e.164. Most we users recognize  
this.

The wikipedia page on e.123 used to have some good principles on  
guessing for human enterered phone numbers. Including brackets and  
hyphen handling.
