Has your client looked at WPMu + BuddyPress? (Assuming you have Wordpress skills)... there's a debate out as to which one is the way to go and obviously it depends on a few things but the WP community is wide and dynamic whereas I'm not sure how elgg compares to that. In terms of future expansion, the whole WP platform is very promising...
