i really don't get your point either, sorry.take a CMS if you want something
ready to fill with content or take a framework that gives you less out of
the box but more flexibility or pick your editor of choice and write the
thing you are after ...
joomla/drupal/you name it for the full blown thing, cake/symphony/zend/you
name it for the framework approach, eclipse/textmate/vim/you name it for the
last one ...

the biggest problem i have with the php community is that there are heaps of
guys that are not interested in programming but in "someone else programs
and i theme it" stuff. but i guess i have the hate of all web developers now
on my side ...
