You can get simple, static, websites built for less than that price.

It will be using a standard template, low quality or CC/PD photos &
graphics, and the text will be by someone who has English as a second
language (and it will show).

There's a place for sites like that, and there's no way that someone
wanting a New Zealand salary can compete on price with the people who
produce them; we need to compete on a combination of quality and the
fact that we are in the same timezone and can front up for meetings.
