Don't forget future dated transactions.

If you accept an order today for work that crosses the change date
(e.g. a contracting job)  when do you have to start charging the new
amount?

I was contracting in 1985 when GST came in initially. It was
pre-announced well before the details were made public and I had it
written into my contract before either party knew the details of when
or how much.
