Personally, I find Dreamweaver is more suited to actual design of the pages, rather than the coding.
For the price, Eclipse and Netbeans is about the best for doing code work that I've worked with so far. (Slickedit is awesome, but at a price I cannot justify) FWIW I've found Netbeans to be a lot more stable and faster than Eclipse ...
