have a look at CouchDB - exactly what you are after. everyone can even
have his own couch and then you can replicate around and pull from who
ever you want, might even write a small couch app on top of it and get
rid of the php layer entirely and only do it in javascript ...

seriously, there are about as many possibilities as there are php
developers on the planet. you can solve it on the DB level with
database users, you can solve it on the php level with user
preferences, you can use one of the full blown CMSs that have user
roles and a access layer or you can simply take one of the million
family tree apps that are out there.

try to get an idea of what you want to learn and then we can help you
find the right tools for it.
