Cheap is not usually best....

Ask them if they want a good job or a cheap job. Cheap jobs end up costing more 
in the long term, as I'm sure we've all experienced.

Another option is to get a tender for the work to be done, as experienced 
"good" people can get the job done quicker, so may not end up costing much more 
than a "cheap" worker that will take longer.

A client was asking if I could source a new junior developer, and
wondered what the lowest hourly rate would be in the current market.

The Developer would need the following skills:
