Just off the top of my head, if you wanted to avoid using flash you could layer images. Depends really on the required resolution of the speedometer.
The main speedometer graphic could be on one layer, and then different needle positions in a single image and spliced on a different layer. This is just the first practical idea that came into my head, but thought I'd share it. Others may have better solutions. Thanks, Nathan.
