Probably your best bet is to contact the web host and tell them what you
need to do. It's likely that the addhandlers aren't allowed in .htaccess
on their setup, but they might be able to add the instructions into the
virtualhost file or some other oplace you don't have access to.

Is restarting Apache necessary for the AddHandlers to take effect? Not
that have the capability to reload Apache since I only have basic FTP
access into the site.
