do you have problems to use php curl to login into IGovt?

I do not have any experience with IGovt site, but if you use the php
Curl to login into any web sites. take care those points

if the site is a HTTPS site, use this to accept any certificate ,
curl_setopt($ch, CURLOPT_SSL_VERIFYPEER, false)

set up cookie file for the curl to use.
curl_setopt ($ch, CURLOPT_COOKIEJAR,'cookie_file');
curl_setopt ($ch, CURLOPT_COOKIEFILE,'cookie_file');

other one to look at is , some site use http meta tag to re - direct browser ,
<meta http-equiv="Refresh" content="4;url=http://www.domain.com/link.html";>
since the curl is not a browser, it is can not detect the meta tag,
you have to analysis HTML souce code to find out where
is next link.

Last, does IGovt use OAuth protocol for Login ?
