Hey Brendan, It's not exactly open source but if you only have 10 active users at a time I would highly recommend Jira. $10 for a license, but it uses a lot of server resources. Runs in Java too.
Alternatively xWiki (open source php) claims to have some good task management features but I haven't tried them out because Jira has more features I like. Let us know how you get on.
