Hi Brendan, Do you have access to the PHP config options from before and after the upgrade? Can you confirm that NO site source or output has changed as a result of the upgrade? What do IE7 and other browser dev tools show for the resources during page load? Have any apache changes been made? Was the SSL cert on the original site as well?
I've had a recent IE7 only error that turned out to be related to the devel module in Drupal - the object output in krumo was a huge nested UL that uses js to open and close elements. IE7 completely freaked out and page loads were taking up to 40 seconds. The reason I bring it up is that often IE slowness can be linked to DOM load or JS inefficiency. Obviously there is something (possibly beyond just the PHP upgrade) that is causing these problems in IE7 & 8.
