It's a little harder than getting it up and running on Mac or Linux, but we've had various people that have been able to successfully install it. We also use a package manager for Windows called Chocolatey, which hopefully makes things a bit easier. The instructions on how to get OAE up and running on Windows can be found in our README file [1]. There is a special section on Windows Dependencies that should allow you to get up and running.
