Following JCR-3527 I've decided to propose a thin fallback for shared node sets.
It is not supposed to be a fully fledged impl, it's just fallback functionality
for clients who don't look at repository descriptors before calling the related
methods.
Because of the way Jackrabbit Dav server works, I think this is a useful patch
to have and doesn't introduce much code.
Also, the repository flags will still hint that Oak doesn't fully support
shared node sets and this is also shielded by the workspace#clone part that is
also not implemented.
