In http://svn.apache.org/r1498977 I adjusted the auto-refresh functionality to
only kick in when observation events have been delivered or if the session has
been unused for more than one second. That allows typical per-http-request
sessions to avoid the overhead and potential complexities of automatic
refreshes, but should still maintain reasonable backwards compatibility with
existing long-lived sessions.
