the basics of access control management are completed -> resolving issue.
the following ac-mgt related issues are still open:
- OAK-792 (document diff)
- OAK-541 (pluggability)
- OAK-951 (read-policies are currently on retrieved from configuration and are
not editable using ac-mgt API).
