I did some initial work on this in revisions 1560798, 1560805 and 1560888 based
on related work in OAK-1333.
The first commit added an optional {{Blob.getReference()}} method that a
storage backend can use to return a JCR-3534 -style secure reference to the
binary. The second commit uses the added method to implement the
{{ReferenceBinary}} extension interface. And the third commit implements
{{SegmentBlob.getReference()}} based on the potential external value reference
from OAK-1333.
