The updated patch only reports ({{enforcement=none}}) export recommendations in
the {{verify}} phase.
In the {{pedantic}} profile it fails the build in case an export version is too
low ({{enforcement=lowerBound}}). This can later be adjusted to
({{enforcement=lowerAndUpperBound}}) to enforce that versions are not
unnecessarily increased.
